The Dr. Emmanuel “Manny” Caulk Fellowship for Aspiring Superintendents
In recognition of the importance of encouraging a new generation of school superintendent leaders, KASS is honored to announce this opportunity, designed exclusively for KY minority administrators with aspirations of becoming superintendents.
This fellowship is a testament to the legacy of Dr. Caulk, a visionary leader who cared deeply about uplifting minority educators. Dr. Caulk, a unique man possessing a true “servant’s heart,” brought his amazing spirit to the Fayette County Public Schools as Superintendent from 2015 until his passing in December 2020.
The cornerstone of the fellowship is membership in the 2024-25 Kentucky Leadership Rising Aspiring Superintendent Workshop Series, a comprehensive and rigorous initiative spearheaded by KASS, designed to equip participants with the skills, knowledge, and strategic thinking required to lead a school district effectively. Fellows not only join the program but will be deeply connected to a network of seasoned educational leaders committed to guiding and nurturing their growth.
What does the Fellowship provide?
The Caulk Fellowship pays the full $1000.00 registration cost of the KY Leadership Rising Series.
Who is eligible?
Any sitting minority Kentucky school principal, assistant superintendent, or central office administrator holding a current superintendent certificate is eligible to apply.
How do I apply?

- Complete the application and submit no later than August 30, 2024
What will the application require?
You will complete the same application as anyone else registering for the program plus two written responses that will ask:
1. Why is becoming a school superintendent important to you?
2. How will you carry on Dr. Caulk’s legacy of building leaders representative of all people, races, and cultures?
Note: All those registering in the KLR program must have superintendent approval.
How will selections be made?
A committee of minority Superintendents led by KASS President-Elect Alvin Garrison will make selections based on application and recommendation information.
How will the recipients be announced?
Fellowship recipients will be announced at the KASS Fall Summitt in September. An email to all applicants will be sent immediately thereafter.
